Status of Task
Scope and expected results of Task 2
The overall scope of Task 2 is, to support Albania’s negotiations with the European Union with regard to the two Directives ‘DWD’ and ‘UWWTD’ of the Chapter 27 of the acquis by enabling the Albanian authorities to identify and implement legal, institutional and technical measures to ensure compliance with the Directives.
The Directive Specific Implementation Plan (DSIP) for Urban Waste Water Treatment Directive (UWWTD) as well as the DSIP Drinking Water Directive (DWD) describe in detail how the Country will meet the obligations of Membership in respect of each Directive including the requirements related to:
- Legal measures (transposition);
- Institutional provisions;
- Infrastructure provision;
- Operational standards – including emission limits;
- Investment and financing
- Monitoring and Inspecting;
- Enforcing;
- Reporting.
Approach and Methodology applied for drafting the DSIPs
Inventory of existing situation – water supply zones, water treatment facilities, water distribution network; and agglomerations, sensitive areas, waste water collection infrastructure, existing waste water treatment plants etc. (link with Task 1 and Task 3)
Analysis of i) present situation, ii) future development and iii) directive specific compliance demands. Based on this ‘triangulation’ all legal, institutional and technical gaps, and subsequently the according measures to close these gaps were identified. (link with task 4, task 5 and task 6)
Based on the gaps and resulting measures a detailed investment cost calculation was made on the base of which an implementation plan is drawn up for implementing and financing all identified measures for achieving compliance with the directives. (link with task 4, task 7 and task 8)
Implementation of Task 2
Work on the preparation of DSIPs for the UWWTD and the DWD was started after the approval of Result 1 (Prepared Report on Identified Agglomerations for Wastewater and Water Supply Zones and Sensitive Areas) in March 2022. Respecting fully the time schedule, the two DSIPs were elaborated throughout 2022 and concluded and presented during a stakeholder seminar on 18 January 2023 for receiving the last inputs and comments from the stakeholders and the SIDA Monitoring Team.

Completion of Task 2
Based on the consultations with the stakeholders, the NIPS Team have finalized the consolidated two DSIPs including the comments and all inputs collected by them during the Seminar and along the revision period. The work was concluded with the submission of the final versions of the DSIPs for approval on 23rd of February 2023. The two DSIPs were definitely approved during the NIPS Board Members’ Meeting held in Tirana on the 5th of April 2023.
