Prioritisation of financing and Albanian institutional capacity is essential to the effective implementation of the DSIPs developed under the Water NIPS project. AKUM proposes to develop a set of guidelines to coordinate and communicate investment planning with local self-governments, other national institutions and international partners. 

Although the concept of a prioritisation document started with the World Bank’s P4R program, these Guidelines are to be developed to apply to all forms of capital investment funding for Wastewater and Drinking Water (an approximately Eur 4bn portfolio). 

The Guidelines will show how investment priorities can be justified by alignment with national policy and EU accession as well as being understandable for a range of stakeholders.
